Decisions of the 01.087th Meeting of the Central Council of the Pharmacy Council of India held on 25th & 26th February, 2011 at Coimbatore.

1. All decisions where Council has granted final approval u/s 12 for the purpose of registration as a pharmacist have been updated on Council's website under the list of approved Diploma & Degree institutions.

2. All decisions where Council has granted approval for conduct of course only have been updated on Council's website under the list of Diploma, Degree and Pharm.D. insitutions.

3. Council's decision not to make admissions, stop admissions, notice u/s 13, withdrawal u/s 13 etc. have also been uploaded on these lists.

4. Consideration of letter dated 3.2.2010 & email dt.10.5.2010, received from Vinod Kumar Amir Chand Yadav RTI applicant regarding registration with Gujarat state pharmacy Council

Considering the latest information on record, it was noted that -

a) Name of the institution for D.Pharm course in Council’s record is -

Deptt. of Pharmaceutical Sciences, College of Sciences
M.L. Sukhadia University, Udaipur – 313001.

b) However, in the decision of 63rd CC (April, 98) while granting approval from 1994-95 to 1997-98 for 40 admissions under Item No.103, name of institution is mentioned as Mohanlal Sukhadia College of Pharmacy, Udaipur

In the light of above facts, it was decided to clarify the Gujarat State Pharmacy Council that Deptt. of Pharm. Sciences, College of Sciences, M.L. Sukhadia University, Udaipur was approved by the PCI for D.Pharm course from 1994-95 to 1997-98 academic session for 40 admissions.  However, the genuinety of the passing certificate etc. of the candidate be verified by the Gujarat State Pharmacy Council at its end.

6. Approval of the Degree course and examination in Pharmacy conducted at Anuradha College Of Pharmacy,Anuradha Nagar,Sakegaon Road,Chikhli,Dist.Buldana-433 201(M.S.),in the light of 6th Inspection Report(October,2010).

It was observed that college has admitted 108 students against sanctioned intake of 60 students.
Furhter the college has also failed to comply with the requirement of the ER-91.
In view of it,it was decided that-
- the course of study of this institutions does not continue to be in confirmity with the Education regulations,1991,in view of non-rectification of the defficiencies pointed out in Inspection report and non-compliance of requirement of Education regulations,1991 and to issue notice for withdrawal of approval under section 13 of the Pharmacy act,1948.
- The authorities concerned be advised not to make admissions from 2011-2012 Academic Session.
- To instruct the instituion to farward representation through State Govt. within three months failing which Council shall be constrained to withdraw approval u/s 13.

8. Approval of the Degree course and examination in Pharmacy conducted at Maharaji College of Pharmacy, No.1, 7th Avenue, Besant Nagar, Chennai – 600 090 (Tamil Nadu), in the light of 6th Surprise Inspection Report (November, 2010)

It was decided that –


i) The course of study of this institution does not continue to be in conformity with the Education Regulations, 1991, in view of non-rectification of deficiencies pointed out in Inspection Report and non-compliance of requirements of Education Regulations, 1991 and to issue notice for withdrawal of approval under section 13 of the Pharmacy Act, 1948.

ii) The authorities concerned be advised not to make admissions from 2011-2012 academic session.

It was decided to reject the application in view of following deficiencies and non-compliance of infrastructural facilities prescribed under Appendix-B of Pharm.D. Regulations, 2008 for approval of conduct of “course of study” u/s 12(1) of the Pharmacy Act, 1948 -

a)   MOU is signed between Amaravati Hospital, Guntur & Vishwa Bharathi College of Pharm. Sciences.  The Hospital has only 150 beds against the requirement of 300 beds.
b)   Professors as per Pharm.D. Regulations are not appointed.
c)   Pharmacy Practice Department as per PCI norms is not established.
d)   Department library in hospital should be established.
e)   Drug Information Center should be developed.
f)   Staff room, seminar hall, Drug Information Center etc. should be created as per PCI norms.

The latest information on record was placed and considered.  It was noted that institution has requested for Pharm.D (Post Baccalaureate) course. (50-88/2009-PCI)

It was noted that institution has failed to comply with the shortcomings pointed out in Inspection Report.  In view of it, it was decided to reject the application of the institution for Pharm.D (Post Baccalaureate) course for 2010-2011 academic session

a) The institution did not take the inspection team for verification of the hospital facilities and hence verification of the hospital facilities could not be done.
b) Equipments are deficient.

a) Institution has MOU with Headquarters Hospital, Ootacamund, 400 beded hospital.
b) To give more exposure and better clinical training in various specialties, institution has made additional arrangement and obtained orders/consent letters from ESI Hospital.
c) The above arrangement with ESI hospital is only for better internship/residency purpose in addition to MOU with Headquarters Hospital.
d) Institution has provided the names of preceptor at ESI hospital and is ready to pay the prescribed fee for inspection by PCI.
